The result of the enquiries made shows that there are two or three fairly wealthy families from Vanlia residing in this Colony who, I believe, because of the greater liberty they enjoy, prefer residing under British rule to living in their own country. So far as I can learn, these are respectable, well-behaved people who have not done anything to place themselves outside the pale of the laws of their own country. I am unable to discover that any books or pamphlets have been printed or published here in Spanish or any other language with a view to advocating revolutionary measures against Spain.

I learn that about three years ago a Dr. Rizal, who is, I believe, a native of Manila and who was educated in Europe, resided here for a short time. He was the author of books or pamphlets which were printed in Germany, and some of which were sold here. The opinions expressed in these books and a scheme he had formulated for creating a Colony of natives in British North Borneo from the Philippines, gave great offence to the Manila Authorities. Dr. Rizal was subsequently decoyed, it is alleged through the Spanish Consul here, to Manila, where he was arrested and thence banished to an Island where he is still kept virtually a prisoner.
